Drop Unity cost to recover trucks that can't reach destination

If a truck gets lost or can't get somewhere, its an AI issue not something i should get charged for. Same goes for trucks running out of gas when you have a filled fuel station easily in range.

As an alpha-veteran, I really hope for the return of automatic recovery of vehicles. This micro-management in beta with unity-clickings is the first and only thing that gives me frustration.
