Rainfall increases instability of some materials

During rainstorms, some materials (especially dirt, sand, and possibly even rock) could have a reduced maximum slope, leading to collapses. This may happen in localized areas, or it may happen generally all over the island.
Things to consider: Are small slopes immune? How can players make safe natural walls? What happens with slopes that are already mostly underwater?
May be a difficulty option for Admiral mode.
