Mining designation relative depth toggle

Make it possible to switch the number on the mining and dumping designations between absolute level (as it currently is in the game) and relative level - how far above or below the current terrain height the designation is.

Also in absolute mode the flat and ramp selection should be just flat or ramp. I am constantly fighting the current designation tool because it tries to adapt to the terrain and gives me ramps when I want flat
