seawater steam cooling

Many nuclear plants are built near the coast in order to use seawater as a dump for waste heat. It would be nice to have the option to build a coastal heat exchanger what takes in steam and returns 100% of it as water, but requires ocean access to dump the heat.
Alternatively, it could take in seawater and return brine, allowing the player to run the pipes themselves.
