Think the pipe and conveyor switches would need to have a time function and/or storage level as addition.
Just add more basic logic to make it work better.
For expample:
If you use a water ground pump to top up water in a tank witch is filled by rain water, you always have time delays until water comes from rain and the ground pump will fill up completely the tanks. Sure you can pipe-in the pump after the tank, but me like to have sort of a reserve:)
(i am not sure about weather and rain, if you have rainy seasons or all through the year the same? Would have to be considered too.)
Similar things I have some issues with rubber making or refineries.
Solution would be to have the possibility to say to the pipe switch "after xx time use input x otherwise only use o".
Also a good possiblity to make switches to dependend on a set storage level of a storage. You could use a similar approach as mining towers already connecting to storages.

Seems like a bit too much complexity for a game like this. Time delays? But it already takes time, as you mention in your post, for resources to be delivered. And you can already create reserve areas (like storage containers) in your pipeline and tell it to "keep full", which will act as a much better buffer.
