Buildings within Mining's Area of Assignment

Buildings within a Mine Control Tower's area of assignment are preferred over other locations for vehicles. This concept mostly applies to storage, dumping both ore and spoils into localized containers for other vehicles to haul away, too keep a steady stream of trucks for the excavators. But it also applies to fuel stations and maintenance buildings (especially if service vehicles become a thing), preferring that fuel station over others when refueling even if others are closer (but farther due to terrain restrictions). Of course once theses locations are full/depleted, vehicles will go to other locations to fulfill their needs, designated dumping or a filled fuel tanks.
