Clicking Layers takes you out of Mining Designation mode

It's pretty common to enter Mining Designation mode, and then click Layers (or hit L) to see what you should be mining. If you do this, it cancels Mining Designation mode and returns you to whatever construction tab you last had open, which is kinda annoying.
