New terrain option that combines dumping/mining

In some cases, I don't care if the trucks are dumping or mining. I just want them to build a ramp and to do so, that requires both in tandem. I'd like the game to free me of that burden if all I care about is a specific terrain shape and the game figures out how to make it happen with dumping/mining.
