Option to have trucks move slower when out of diesel/maintenance

It's quite easy to deadlock your game if you unexpectedly run out of diesel/maintenance since trucks will stop moving, meaning that even if you have a way to import required resources the resources will not be moved.
An "easy mode" where the trucks start moving slower (10% to 50%?) when they would normally stop dead would help in alleviating beginners frustration with the game.
