Don't pause connectors

Sometimes, I'll be in planning mode and connect a pipe or conveyor to an existing one as a plan for a future expansion. When I finish with the plan, the connector is paused and is now blocking logistics for the existing part of the factory. Connectors don't cost any resources to build or destroy, so there's no reason for it to remain paused for construction.

I also don't like it when the connected belts are paused.
