Auto Export/Import Should Only Turn Off When Transports are Complete

Currently as soon as a ghost transport is placed connecting to a building it disables export and/or import. This leads to situations where export or import is disabled for a long time before the products are actually usable. For example if there is a long pipeline that requires constant refactoring or a conveyor when you are short on materials.
