Smoke stack does not connect to pipe balancer directly

While it is possible to connect a pipe balancer to a pipe and the smoke stack to that pipe, it is not possible to connect the smoke stack directly to the balancer.
In my case I am trying to get rid of steam lo overloading steam hi turbines on its way to steam lo turbines.
Not a biggie just thought I'd mention it.

Some have said this doesn't work properly when setting priority between the smoke stack and a storage tank unless you place at least two tiles of pipe.
Really important when you get to using Nitrogen. You want to fill the tank first and then let the overflow go to the smoke stack.

No it doesn't you have to make a small piece of pipe coming out of the balancer first. then attach the smoke stack to that. There is no issue ?
