the end-game renewable economy relies heavily on renewable fuel gas > co2 > graphite for smelting. thus, more ways to produce renewable fuel gas is needed. being able to use the food consumption edict to increase wastewater production would allow for a late game base to increase fuel gas production when coal runs out
