Unity for oil rigs could be lower

I have to upgrade oil rigs quite a lot to keep the juice flowing.
In my opinion the factor of 0.4 is a bit harsh.
I am losing at least 3 Unity total just for my oil imports.
A factor of 0.3 might be nicer.
