Similar to the road idea I suppose, but I'd just like to be able to have a nice concrete slab area to build upon. The mix of dirt/rock/grass/trash/etc offends my OCD. Love the game!

You can do that now, just dump only to +1 and then cover it with whatever you want. You can have nice roads when using gravel or coal or just single material. So, for me it makes only sense if there will be road that gives some movement boost.
I can see advantages in the OP's suggestion though. If you're willing to spend additional Concrete Slabs to make a base for your building, then you should get a benefit of some kind like it's less likely to collapse if the ground erodes. Maybe the building needs 10% less Maint. each month?
