Add more flexible 3-priority Balancers (High/Normal/Low, instead of yes/no)

Currently, the Balancers operate on a binary priority system where the options is YES_PRIORITIZED and NOT_PRIORITIZED.
I'd like to see higher-tier Balancers that gives me 3 options: High Priority, Default Priority and Low priority, meaning that as much material as possible goes to High, then as much of the remainder as possible goes to Default, and only what's left after that goes to Low.
I can currently achieve this by using multiple Balancers, but I'd prefer to have a one-Balancer solution.

Why separate building? Neat solution would be to use LMB click to increase of port's priority and RMB to decrease it. So the ports can be set to "priority" or "low priority" from the default state, and that would be sufficient. But could be even better - "high priority", "priority", "default", "low priority". Considering balancers have 8 ports, a current toggle between "priority" and "default" is surely not letting to utilize balancers to their full potential and forcing to build multiple of them in many situations and that feels odd.

I can see uses for this, especially with a single feed (like a fast belt or big pipe) feeding into multiple things.
