Edicts should be slider-based or "radio button"-based, the current UI is very bad

The Edicts are categorized into 2 super-tabs, Industry and Civilian. That part is fine.
The next part is the problem: Each super-tab is separated into 6-8 Edicts each, and then each distinct Edict has a tab set for tier-1, tier-2, tier-3, tier-4 and so forth of that Edict, and you click into each specific tab to then enable or disable that Edict, and then if you want to disable or enable another tier of that Edict you have to click on the tab for that tier first.
That's cumbersome, fiddly, and error-prone.
You always want to enable the lowest tier of an Edict first, since it costs the least Unity and gives the most benefits, before enabling a higher tier, so the most sensible solution would be a "radio button" system where you can click on one of 5 buttons:
Edict Disabled.
Edict to T1
Edict to T2
Edict to T3
Edict to T4
The third button enables both tier-1 and 2. The fourth button enables tier-1, 2 and 3, and so forth.
Alternately a slider system: "How much Edict do you want?"
