Shipping logistics priority offload/load/time

When a ship deals with a contract, there is a throughput issue on loading and/or unloading.
Can we set by ship or port the priority which drives the departure?
Load/unload complete - ship only leaves when fully loaded trade items and unloaded cargo.
Loading Complete - ship leaves if loading of trade items is done. Doesn't care about unloading cargo
Unloading complete - Ship leaves when fully unloaded cargo. Doesn't care about trade items
