One of the first things I did was to build storage near my mining sites so trucks wouldn't have to go so far to delivery ore or dump dirt. I want the mining truck to pick the closest destination and return to the excavator ASAP; a general-purpose truck can take the stuff back to town when it has time.
If not everyone wants that behavior, how about a toggle on the Mining Control Tower?
A grey area would be when the closest spot is a dumping ground when some machine or storage farther away could take it instead, but that problem is solvable in other ways.

link the storages to the mining tower then your trucks from the mining tower will only dump where it's linked
you can also link other mining towers and fuel stations
