Add more general service expansions that you can put on the outside of towns

You already have markets, places for garbage, places for water, and recyclable goods but how about something that provides citizens with a sense of safety and security.
I suggest something like police station, fire stations, and possibly prisons, if you want to actually go down that route. These would have no inputs as they would be supplied the same way that the town is but they would require people to work them.
No additional building chains needed to supply this buildings with anything. Just something to improve the quality of life of your citizens and potentially increase unity.
