Export Balancing

Someway to shift cargo from module to module so that the ship can be loaded.
Issue: The ship is waiting for goods to be loaded from 3 modules.
We have no way to tell our trucks which module requires goods. The trucks deliver to the modules on a seemingly random basis.
The ship keeps waiting for cargo if one of the modules is empty, but the other two are full.
Would be nice if ship would take cargo from any module attached to the dock that has the correct cargo type.
