add advanced logistics to the tree cutters

allow the tree cutters to have export rules PLEASE

Yeah it's currently very annoying that my trucks ignore the much closer storage and instead drive all the way across the map to the storage that is using the trees and so my harvest rate is just going at a crawl. Just adding an export to function to the harvester like you later have with the mining towers would be great.
