Real ships use bunker oil any time they are far away from a port.

I also found this one odd. Real ships use bunker fuel across most of the world. Essentially what the game calls "heavy oil". They only use something different when within the territorial waters of western nations, but that's closer to what the game calls "light oil" and not diesel.
