Automatically opens low vanilla bridge spans for approaching ships.

Turns straight, low-clearance vanilla bridge segments over ocean into automatic double-leaf bascule drawbridges. Ship pathfinding treats eligible spans as navigable. When a ship approaches, bridge road entrances close, existing road traffic is allowed to clear, and both halves split at the center and raise toward opposite shores. They close again after ships leave the area.
