Adds 1st, 2nd and 3rd priority levels to balancer ports.

Click a balancer port priority button to cycle Normal, Priority 1, Priority 2 and Priority 3. Higher-priority inputs are consumed first and higher-priority outputs are filled first. Works with vanilla and compatible vertical balancers. Also suppresses harmless delayed commands targeting a balancer that was already removed.
