Rationale: In the real world, the liquefaction process requires only about 8 kg of hydrogen per 1 ton of coal, so 3 hydrogen is already a generous value. Normal Steam (Hi) from a basic uranium reactor doesn't have the required temperatures for coal liquefaction. While boiler steam does reach these temperatures, they share the same resource pool in-game. Since there is plenty of oil available before the mid-game anyway, there is no point in liquefying coal early. Therefore, requiring Superheated Steam makes the most sense. It is hot enough to trigger the reactions, carries massive thermal energy, and industrially can only be produced via a Molten Salt Reactor.Distillation Column Stage 1 Recipe:

Rationale: This recipe reflects the fact that liquid coal contains a much higher concentration of light fractions.
