Can't scrap or remove Excavator, Excavator stuck

Issue description

I have 1 excavator that is not moving and is just stuck. Trying to replace it, scrap it, and upgrade it does nothing. Using unity to recover it works, but the excavator still won't move.

Reproduction steps

1. Clicking on any of the specific excavator recoveries options does nothing, the vehicle won't move or do anything. Errors in the logs.

Issue already reported in Permanently stuck vehicle and seems to be fixed in v0.5.2b as per Excavator stuck in infinite loop and failing to do work
