Trucks not transporting goods

Issue description

Hi, I am in the late part of the game, about to start building rockets. I have maybe 14 trucks idle without assignment, but none of them are transporting goods for building, I have multiple buildings waiting for parts, but nothing have happened for hours, unless I use unity to finish it instantly nothing gets done, doesn't matter if I set it to priority.
Same with the ship, I have 3.000 parts in store, and export allowed, but nothing gets transported to the ship

Reproduction steps

Since it takes so many hours to get to this point I actually havent try reproducing it, wanted to finish this gameplay first.

Remove the "keep full" status from the storages
