Tree Harvester fuel consumption bug (FIXED)

Issue description

Tree Harvester consumes fuel all the time, even when it's paused. Other bug report had excavators also, I didn't get that far.

Reproduction steps

1. start a new game on Captain or Admiral, tested on 2 official maps.
2. (optional) pause harvester
3. Check fuel and let time pass by.

(no mods installed, except for the now outdated "all in one" community map)

They continue to consume fuel when they aren't actually moving.

This was fixed in one of our previous updates. Thanks for reporting it!

Regarding the follow-up, yes, three harvesters and excavators are consuming fuel when waiting for a truck, but this is idle consumption, which is just 20% of the standard one. And that is WAI.
