This is not a bug. The shore is very steep and crumbling.
In that case the build location should not be valid.
This issue is well-known and frequently reported here and there in different forms.
However, it is generally similar to Cascading sand-slide on You Shall Not Pass when first dumping on the beach, which is "works as intended."
If I understand correctly, placing a building can alter the terrain. In the unfortunate case of a cliff, this can lead to a landslide.
Placing a building can disturb the terrain around it, and on a cliff this steep that can set off a landslide, the same known behaviour as Cascading sand-slide on You Shall Not Pass when first dumping on the beach.
