The game is stuck at 30 fps, but menu is not, only in game.

Game did go over 30 before.

Tried all grapic settings, low high. Always 30 fps, 29...
Monitor is set to 60 fps.
Game settings for fps are unlimited.
AMD Adrenalin global settings, no fps limitation, or Vsync is off. Other games are fine.
No limitation in Steam.
Game mode is off in Windows.
Steam overlays off, only adrenalin for fps indicator

Ryzen 3 and Rx580

Reproduction steps

I just enabled fps indicator in adrenalin

Game version and build number

v0.7.9

Operating system

Windows

Same issue on ryzen 3 3300x and rx 580. It seems to be an issue specific to the rx 580 as more people reported similar issues on discord. I can only get 30 fps max on a new game.

Do you have this at the beginning of the game or when the base grows?

Sometimes Windows or the AMD driver misinterprets the monitor's 60Hz signal and forces a "Half Refresh Rate" sync.
Go to Windows Settings > System > Display > Advanced Display. Ensure the refresh rate is actually set to 60Hz (sometimes it reverts to 29.97Hz or 30Hz).
GPU Setting: In AMD Adrenalin, go to the Gaming tab -> Captain of Industry -> Wait for Vertical Refresh. Set this specifically to "Always Off" (not just "Off unless application specifies").
Windows "helps" games by overlaying its own sync, which often locks FPS at 30 if there's any slight stutter.
Find the CaptainOfIndustry.exe (usually in SteamLibrary\steamapps\common\Captain of Industry).
Right-click .exe -> Properties -> Compatibility.
Check "Disable full-screen optimizations".
Click "Change high DPI settings" and check "Override high DPI scaling behavior" (Scaling performed by: Application).
AMD "Frame Rate Target Control" (FRTC)
Even if Radeon Chill is off, there is another legacy setting.
In Adrenalin, check Global Graphics -> Advanced. Look for Frame Rate Target Control. If it's enabled, it might be globally set to 30. Ensure it is Disabled.
Power Plan "Link State Power Management"
If your Ryzen 3 is on a "Balanced" plan, it might be throttling the PCIe bus to the RX 580 to save power, capping throughput.
Go to Control Panel > Power Options. Select High Performance.
Click "Change plan settings" -> "Change advanced power settings".
Find PCI Express -> Link State Power Management -> Set to Off.
Unity Engine "TargetFrameRate"
Captain of Industry is a Unity game. Sometimes Unity ignores in-game settings and defaults to a fallback.
Try adding a launch option in Steam. Right-click the game -> Properties -> General -> Launch Options.
Type: -window-mode exclusive (This forces the GPU to take full control away from Windows Desktop Manager).

This is a fresh new game, as I just bought the game and started a new game.

Thank you for writing all of this up, but unfortunately, none of these solutions have worked. I'm still stuck between 25-30 fps.

Just to provide more info, I have no issues hitting 60 fps on Stellar Blade (with much higher minimum requirements) and Dyson Sphere Program (another Unity game).

Edit: DSP also has higher minimum and recommended specs than COI but can run at 60 fps at least on a fresh game.

UEFI and the latest drivers? What is the Windows build number?

Liyutsue [github] · 7 months ago

Asrock B450m HDV r4.0
BIOS Ver: P10.01

I would prefer not to update my BIOS if I don't have to.

Windows 11 Education 25H2 26200.8037

Let me know if there's any other info I can provide to troubleshoot.

Update Windows, this build is mid-2024. Build 26200 is a dead end option for games. It's best to do a "clean" installation of stable Windows 11. In the new 24H2 builds (which includes version 26200), "Memory Integrity" (Core Isolation) is enabled by default. On older processors like the Ryzen 3, this feature can reduce performance in heavy simulation games (like Captain of Industry) by 20–30%.
Try turning it off: Windows Security -> Device Security -> Core Isolation details -> Toggle Memory Integrity to Off.

Liyutsue [github] · 7 months ago

Memory integrity is already off.

Could you elaborate on the which Windows version I should install? The only newer windows version is 26H1, but this Reddit thread suggests that 26H1 is the dead end option: https://www.reddit.com/r/Windows11/comments/1r1li9k/microsoft_officially_releases_windows_11_26h1_but/.

"25H2/24H2 systems aren't updatable to 26H1, apparently even if they're Qualcomm-based."

26H1 devices are themselves not upgradeable to 26H2, because 26H1 is "based on a different Windows core" than 24H2/25H2/26H2. They added that 26H1 "does not support hotpatch updates."

https://support.microsoft.com/en-au/topic/windows-11-version-26h1-6a0533a9-71a8-43b8-a32c-8fa7db97543d

"It is not designed to be offered or installed on existing devices. Instead, Windows 11, version 26H1 will be available on select new devices that will come to market in the first quarter of 2026."

This suggests that even if I reinstall Windows, I can't get on the newer build. There is also no indication that COI is only compatible with 26H1, the system requirements only indicate Windows 10 or newer.

The link provided says 25H2, which is the exact build I have.

poltime poltime · 7 months ago

This is not a build, but the second half of 2025. Your build 26200.8037 is not a standard public release of Windows 11, but an assembly from the Windows Insider Channel (Canary Channel), released in mid-2024. Build 26200 belongs to the Ge_Release (Germanium) branch. This is the code name of the platform on which Windows 11 24H2 is built.
However, in insider builds (especially Canary and Dev), Microsoft sometimes changes the internal version markers. If you have 25H2 displayed, it means one of two things:
Future groundwork: Microsoft has started testing the changes that will be included in the next year's update (2025), using the base of the current build.
Display error: In the preliminary versions, the system registry may contain a "stub" with the next year's number to distinguish insider systems from the already released stable 24H2.

Sorry I'm just trying to make sure I understand what you're trying to get me to install before I install it. So in plain English, this 25H2 here is different from the 25H2 I have? What build does this link that you provided contain? It doesn't say on the page itself.

The link downloads the latest stable version.

Disabled game bar and fully disabled game bar, no effect. Although, I seemed to have found that if I'm fully zoomed in and staring directly into the ground, I go up to about 45 fps. It's practically unplayable that way, but it does seem to be a rendering issue.

Does your RAM work in dual-channel mode?

poltime poltime · 7 months ago

In the game settings, set the resolution to 1280x720 and check how many fps there will be.

Liyutsue [github] · 7 months ago

Okay now we're getting somewhere. At 1280x720 resolution, I'm running at 75 fps. Is it a texture issue? I'm already on the high performance setting.
