Vehicles don't path over planned structures

Issue description

I've been planning the deeper levels of my mine while still digging the mountain. After setting up the retaining walls, I noticed my vehicles wouldn't path over the unconstructed-but-planned ones.

Reproduction steps

1. Plan walls around a vehicle
2. See how it won't path over them even tho they haven't been build

v0.7.9 (b495)

Operating system

Windows

Not sure if this issue is "dead" or not, but I would bump this and say it also affects v0.8.4, b587

Ah, I see that this is a known issue likely related to Planned or paused construction blocks navigation after loading a saved game

Vehicles do not drive through planned structures on purpose, so that they do not get trapped once construction starts (see Planned or paused construction blocks navigation after loading a saved game).
