Vehicles should not dump to Shipyard/Track HQ if they are assigned to Mining

It's counterproductive.

And it is normal for vehicles being full, and waiting for empty space in Ore Sorting Plant.

It should not even produce warning, as long as they have accesible Ore Sorting Plant compatible with their cargo.

Trucks assigned to mining tower should not do that are you sure that its assigned trucks to mining tower?
