It is not possible to complete tutorial tasks without it.
It is also hard to get by without early trade options.
Starting vanilla Settlement island should always be nearby.

Is now fixed and new worlds made from now on will have the correct starting settlement for trading concrete slab that was missing. Thanks for the report! 😊
