Cannot bring pipes down into mines

I'm using an old mine for a train station. It sits below sea level. The problem is that I cannot even place pipes level with the train station above ground.

I read an earlier post where the dev stated that the game forbids placing pipes below the world floor? This is false, I have been able to do this since the first release of this game.

Disabling the mod allows normal placement.
(I want to be clear, I'm not accusing the dev of lying it could just be bad translation/english)

The translation might be a bit off if English isn't your native language.

This mod allows pipes to be placed only up to -2 levels below ground. The initial tier 1 pipes can only be placed at -1 level below ground. The overall limitation is that pipes cannot be placed at sea level at all. For example, if you've built a ramp right up to sea level (which is 0 or +1 on the designation grid), pipes can only be placed down to level 0 of the designation grid — you can't go lower.

If you were placing pipes lower in the early releases of the mod, it was probably possible back then, but it's been fixed now.

This mod won't allow you to place pipes any deeper. If you really need to place them lower, there's another mod on the portal for underground pipes — use that one, it doesn't have such limitations.

Well, accordingly, this mod currently won't let you place pipes below sea level (if your mine is located below sea level).
