Station Modules not auto-balancing I/O like dev diary said (save included)

Or did I misunderstand what the dev diary meant? There was literally a screenshot of a station with multiple concrete modules outputting to only 1 belt.

Train station with linked storage does not auto balance unload
^This appears to be the same issue, but with a station of cargo modules that are both continuous and servicing the same cargo type, so perhaps it's not caused by the refuel module/empty module in the middle in my case.

From my last knowledge, the stations with same product must be placed next to each other.
