The railway buffer interface does not open

Issue description

Reproduction steps

1. Build tracks.
2. Make them two-way.
3. Place railway buffers at each end.
4. Try to open the interface of each railway buffer.
5. The buffer built at the end of the laid track does not open when clicked.
