Okay, I feel dumb...

So I checked windows updates, updated drivers and everything, then went to install the amd software to updated everything there. Well, it turns out the it couldn't install because of an issue with the graphics driver...

So I pulled up device manager, and sure enough, the graphics driver was corupted and it was running a basic display driver...

So I reinstalled …

Additionally, even the main menu is laggy and this includes the settings menu before loading into the game. I can't tell if it's an FPS issue or the game lagging. I'm also going to check updates and firmare on the laptop, and see if any recent updates occured on the laptop between last night and today, since the game ran just fine yesterday.
