But since you're having problems now, I will look and see if there was a change to the build compression somehow.

It will only create the ramp if there is space within the tower area. In the screenshot shown, all space is being taken up by mining designations. When all space is taken up by mining designations, there is no space left to create the ramp. Hence, there is no way to start the mining.
