Dock berth and docked-ship areas no longer block another dock's ocean-access status, placement preview, or ship pathing. Shallow water and non-dock buildings remain physical blockers. Minor remaining edge obstructions are additionally tolerated up to 15% of the required area, with a minimum allowance of 32 tiles.
