It'd be handy to auto-clear designations if the surrounding designations are also fulfilled.

With 3x3, the center is unlikely to have spillage to make it unfulfilled (Maybe sand?)

This would allow it to auto-clean a mine site

Alternatively, a full 4x4 section to be cleared if the surrounding 8 sections are fulfilled

Pretty much. Ideally, any mine/dump designation that is complete could be auto-removed.
But limiting it within the Mine Tower's influence would work too
