Oil Refinery

@ArmusQ, there must be some misconnection or buckle up. Refinery is self-sufficient on water and produces surplus. First of all - check if you missed on build some pipes/belts. If thats not the issue - check up boiler storages for coal and water. If it's okay, then make sure on production/consumption ratio on your refinery. Check your sour water strippers, thermal desalinators and cooling tower near exhaust scrubber - these are main water suppliers within it. Double check your seawater pumps. And, for quick check up - try this blueprint in sandbox mode.

I think this BP needs an overhaul with some extra components.
Overflow ammonia is being burnt in a Flare, while Water is being electrolised for Hydrogen.
Electrolysing the excess Ammonia for the hydrogen doesn't result in pollution, and you can flare Hydrogen and Vent Nitrogen without pollution.

Excess Naptha can be cracked into more Diesel and Fuel Gas too.

For the liquid dump to work the last layer between land and sea has to be rock.

I agree with PiggyWhiskey, using the ammonia and Naptha in the blueprint would make greatly improve it. It is already a very good BP i usually use, but every playthrough I have to make those alterations myself, and they never look neat lol.
